I have laid before the Postmaster General your letters of the 26th ult. and 13th instant, enclosing copies of a despatch and a telegram from the Officer Administering the Government of Hong Kong, relating to the projected establishment of a National Post Office in China, and the entry of China into the Postal Union.

Mr. Raikes, who has also had before him certain papers received from the Foreign Office on the subject, has read the various despatches with much interest; and he desires me to acquaint The Under Secretary of State for the Colonies.
